If two sources agree on a phone updated in the last 30 days, I treat it as live and work outward. Tuesday example: debtor in Phoenix with a stale 2018 address.
I always check the assessor’s mailing address — if it’s different from the situs and lines up with NCOA, that’s my first call target. Found a Phoenix debtor in Dallas last week in under 10 minutes using TLO + CLEAR + that mailing address field.
I add a quick carrier/type check after TLO + CLEAR line up - if the number shows a recent port date and it’s postpaid wireless (not VOIP), I treat it as hot; tagged a Phoenix skip that way last week and got a pickup on the first call.
