We currently weight ‘disconnect + new connect <=14 days’ above straight port events.
I’ve had the best pop by keying off the TLOxp telco porting flag since 1/10 — if the port date’s ≤14 days, we push that number to early local dials (8–10am) and RPCs on 60–120 DPD are close to your “12% lift.” Small caveat: we suppress ports from VoIP/prepaid carriers and anything with a recent disconnect to cut wrong-party calls.
