Whose time zone counts for the 8 a.m. rule

Still learning Reg F/FDCPA basics: today at 9:58 a.m. my time in Chicago, it was 7:58 a.m. for the consumer in Phoenix — do we go strictly by the consumer’s local time, and how do you de-escalate when they’re upset about a borderline early call? I want to get the compliance right and get better at handling those tense moments.
